กฎหมายฉบับใหม่นี้จะมีผลบังคับใช้ภายใน 3 ปีข้างหน้า เพื่อให้เวลาแก่เกษตรกรและเจ้าของร้านอาหาร ปรับตัวพร้อมกับหาทางเลือกอื่นในเรื่องการจ้างงานและการหารายได้ ทั้งนี้ เจ้าของกิจการฟาร์มและร้านอาหารที่ขายเนื้อสุนัข จะต้องส่งแผนการออกจากธุรกิจขายเนื้อสุนัขให้กับเจ้าหน้าที่ระดับท้องถิ่นด้วย
